केस स्टडी — आपदा राहत एवं नैतिक निर्णय

आप एक जिले के जिलाधिकारी हैं। जिले में अचानक आई बाढ़ के कारण बड़ी संख्या में लोग विस्थापित हो गए हैं। प्रशासन के पास सीमित मात्रा में खाद्यान्न, दवाइयाँ, पेयजल और राहत सामग्री उपलब्ध है।
आपके जिले का एक प्रभावशाली जनप्रतिनिधि आपसे अपने निर्वाचन क्षेत्र के कुछ अपेक्षाकृत सुरक्षित क्षेत्रों में अतिरिक्त राहत सामग्री भेजने का दबाव बनाता है। उसका तर्क है कि वहाँ बड़ी संख्या में उसके समर्थक रहते हैं और यदि उन्हें तत्काल सहायता नहीं मिली तो राजनीतिक तनाव उत्पन्न हो सकता है।
दूसरी ओर, जिला प्रशासन के आकलन के अनुसार दूरदराज के बाढ़ग्रस्त क्षेत्रों में स्थिति अधिक गंभीर है, लेकिन वहाँ राहत पहुँचाना कठिन और महंगा है। कुछ अधिकारी सुझाव देते हैं कि पहले आसानी से पहुँच वाले क्षेत्रों में राहत बाँट दी जाए और बाद में गंभीर क्षेत्रों पर ध्यान दिया जाए।

You are the District Magistrate of a district that has been severely affected by sudden floods. A large number of people have been displaced. The district administration has limited stocks of food grains, medicines, drinking water and relief materials.
An influential elected representative pressures you to send additional relief materials to certain relatively safer areas of his constituency, arguing that a large number of his supporters live there and that failure to provide immediate assistance may create political tension.
However, according to the district administration’s assessment, the situation is far more critical in remote flood-affected areas, although delivering relief there is more difficult and expensive. Some officials suggest distributing relief first in easily accessible areas and addressing the severely affected regions later.
You are faced with the challenge of balancing scarce resources, political pressure, administrative convenience and actual need.
